WoW Forever: low-rank spells no longer lose talent procs
Blizzard's last notes before launch lift the downranking penalty from talent procs, with 1 exception: the mage spell Blizzard still keeps it.

Casting a low rank of a spell in WoW Forever is no longer punished by your talents. In its final development notes before launch, Blizzard says that various talents no longer have a reduced chance to trigger when you cast a spell of a low rank. It reverses part of the change made during the beta, when low ranks were cut back both in how much spell power they received and in how often they set off talent effects, as described in our report on the downranking nerf.
There is 1 exception, and it is aimed squarely at mages. Blizzard still has a reduced chance to trigger Arcane Concentration, Frostbite and Fingers of Frost when you cast a rank learned more than 12 levels below your current level. A cheap low rank of Blizzard therefore still will not fish for those procs across a whole pack of enemies.
The notes speak only about the chance for talents to trigger. They do not mention the other half of the beta change, the reduced benefit from spell damage and healing on low ranks, so Blizzard has not said whether that part still applies.
A second change in the same notes matters to anyone who plays with several ranks. Learning a new spell no longer adds it to your action bars automatically, so a fresh rank from your trainer will not replace the one already on your bar. If you want the new rank, you have to drag it there yourself. The rest of the class changes in these notes, from higher damage across the board to new training costs, are covered in our report on the final class notes.
