WoW Forever: dual spec may unlock earlier than 40
Blizzard is weighing up when a second talent build should become available, and one of the designers floated level 30 on the podcast.

Dual spec is set to unlock at level 40 in WoW: Forever, and Blizzard is not sure that is the right number. The subject came up on this week's podcast, where the team was working through tanks and whether a character should need a tank-specific build before a dungeon will have them.
Josh Greenfield said dual spec comes online at level 40 as things stand, that the team is talking about what the right level actually is, and then floated a figure of his own: maybe a cheeky 30, he said, we will see.
The reason it matters is the gap between questing and grouping. A build that works in the open world is rarely the build a group wants, and until dual spec arrives a character has to pick one and live with it, or pay to swap every time. Moving the unlock down by 10 levels would hand that choice back a long way earlier, which is most of a levelling run in practice.
Nothing has been decided. This is a designer thinking aloud on a podcast rather than an announcement, and the number in the game today is still 40.
