WoW Forever: Gilneas already stands, sealed shut
The worgen kingdom sits in the world in its later form, the city is closed off and guarded, and a battleground zone for it waits in the files.

One of the odder things about the Forever beta is that Gilneas is already in the world. Where the classic map had an empty corner behind the wall, the beta has the kingdom as it looked in the later game: a finished city, and the Greymane Wall in its modern shape rather than the old blank barrier.
It is not open for business. The city is shut for story reasons, and the developers have put guards on the way in. Arrive by sea and sharks at level 63 come for you; walk in by land and worgen of the same level do. Neither has stopped determined players from getting inside and filming what is there.
The city is not the only piece. The game files also carry Battle for Gilneas, the battleground that belongs to a far later expansion in the live game, and Ruins of Gilneas sits beside it. Taken together, that is a lot of finished ground for a place nobody is meant to visit.
What it is not is an announcement. Blizzard has said nothing about Gilneas as a destination, and ground sitting in the files has been quietly removed before now. This comes from players poking at the beta, so treat it as a sign of where the map could go rather than a plan with a date on it.
