WoW Forever: no level scaling for the world or dungeons
Asked how a level 60 can quest with a friend at level 1, the developers ruled out scaling and pointed to the Legacy system and fresh characters instead.

WoW Forever will not scale its world or its dungeons to let characters of very different levels play together. Holly Longdale, the executive producer, and Clay Stone, associate production director, said so in an interview published on 21 October, when asked whether a level 60 could keep questing alongside a friend who has just started.
Their reasoning is that the road from level 1 to 60 is about the people met along the way, players of a similar level who can group up and do the same things at the same point of the journey. The team wants to be very careful with world or dungeon scaling, because it runs against part of the design philosophy behind WoW Forever. They added that it is something they will certainly keep talking about.
That does not stop a level 60 from helping. The developers said there are ways for a level 60 to come back and help lower-level players depending on the quest they are on, and that they hope veterans do it out of the kindness of their hearts. There is simply no modern system that pulls the two characters to the same level.
Their preferred answer is a new character. With the Legacy system, a player whose friend is just starting is meant to roll a fresh character, take on Legacy challenges while levelling together and earn rewards that apply to the whole account. The team says it has built in extra incentives to start the journey again, with new friends or alone. So far this comes from a single interview; Blizzard has not posted it on its own channels.
