WoW Forever: tier tokens start a quest chain, not a free piece
A raid token will not hand you a tier piece in WoW Forever: it opens a quest line, and Blizzard says you cannot finish it alone.

Raid bosses in WoW Forever will drop tier tokens again, but a token is not the item itself. In its launch overview video Blizzard says that a token opens a new adventure for the player who wins it, and that the adventure ends with a tier piece, the set items that give bonuses for wearing several parts together.
You also have to find the start of that quest yourself: Blizzard says players will need to seek out how to begin it. It describes the tier piece as one of the greatest items a character can get for their class.
The catch is that this is not solo work. Blizzard says that, much like dungeons and raids, these quests cannot be completed entirely on your own, and tells players to stay in close touch with other adventurers. Groups in Forever only form inside one ruleset and one faction, so the realm type you choose decides who can help.
Details are still thin. Blizzard has not said how many quests a chain holds, which steps need a group, or whether every class and slot works the same way, so all of this rests on one short passage in the video. WoW Forever opens for Europe at midnight on 5 November in Central Europe.
