WoW Forever: 25 library books, and only the bow fits
A new hand-in opens at level 30 on the beta. It pays one of three rewards, and two of them cannot be worn until level 40.

Collecting library books in WoW Forever has a third step. A character who has reached level 30 can hand in 25 of them for Greater Friend of the Library, which pays out one reward chosen from three. The one most people will be able to use is Truthseeker's Bow, a bow with agility and stamina on it and no level requirement listed at all.
The other two come with a catch. Crest of Elucidation, a shield with spirit that adds a little healing and spell damage, and Researcher's Night Light, an off-hand with stamina and fire damage on it, both say they need level 40. All three are item level 45, and the level cap on the beta is 30 — so a character finishing this hand-in today can equip exactly one of the three, and the bow being free of a requirement may itself be an oversight rather than a decision.
This sits on top of the two steps that were already there. Ten books pay a necklace, twenty pay a ring, and the rewards at both of those tiers have been reworked more than once during the beta. Books are handed in to a faction librarian: Garion Wendell in the Mage Tower in Stormwind for the Alliance, Owen Thadd in the Magic Quarter of Undercity for the Horde.
This comes from a single report by a site that tracks the beta, and Blizzard has not written about the new tier in its development notes. The beta runs until 21 October, and WoW Forever opens at 23:00 UK time on 4 November, which is midnight on 5 November in Central Europe.
