WoW Forever: no mail spell power gear for paladins to level 30
Beta players have found no mail armour with spell power in dungeons or quests up to level 30, which leaves paladins to craft their upgrades.

The WoW Forever beta lets players level characters to 30, and one gap has turned up along the way. So far nobody has found mail armour with spell power as a dungeon drop or a quest reward in those first 30 levels.
Dungeons only give random Uncommon pieces with spell power suffixes such as of Magic or of the Knight. Among quest rewards just 2 items show up, Garrison Cuffs and Silvered Gauntlets, and both lean towards healing.
Below level 30 that hits only one class: paladins are the only class with no dungeon or quest gear made for them. A paladin who wants upgrades outside the Auction House has to craft them, with patterns from dungeon drops or from Merchant's Favor turn-ins with the Azeroth Commerce Authority or Durotar Supply and Logistics.
This is a single report built on what beta players have found so far, not proof that no such gear exists, and Blizzard has not commented on it. It could still change before launch on 4 November. The class itself was reworked heavily for WoW Forever, as the paladin deep dive showed.
