WoW Forever: each PvP ruleset gets its own faction balance
Blizzard aims for close to 50:50 on PvP and RP-PvP and may limit character creation for a faction that grows too strong there.

Blizzard has explained how it will keep WoW Forever's rulesets apart and balanced at launch. In the sixth episode of the official podcast, the team said the PvP and RP-PvP rulesets each have their own faction balance, with a target close to 50:50.
If one faction grows too strong on a ruleset, character creation for that faction may be restricted there. Blizzard stressed that this is not a promise of equal numbers everywhere and at all times. If you plan to join friends, it is worth comparing the rulesets and agreeing on a faction early.
PvE and PvP rulesets stay separate at launch. Sharing instances between them was discussed internally, but the different economies, access to farming and open questions about the auction house kept them apart. Blizzard said technical options remain for later.
If the RP or RP-PvP communities become too small, Blizzard is considering linking smaller rulesets, for example through a shared auction house or shared instances. That is a contingency, and no decision has been announced. Forever launches for Europe at midnight on 5 November in Central Europe. The same episode also covered how layers will work at launch.
