WoW Forever: no goblins or worgen planned
Blizzard says the races the modern game added are not on the way, and that classes will not be modernised either. Summoning stones stay quiet.

Asked whether players can expect goblins or vulpera in WoW: Forever, Blizzard said it has no plans to put the races of the modern game into it. The ones named around the question are the ones added after the original: goblins, worgen, draenei, vulpera. The answer was not about any one of them but about the whole set.
The reason given is where the game sits. Forever builds on what Blizzard calls the foundational lore of Warcraft, first and foremost the strategy games, and it runs on its own continuity rather than the one the expansions left behind. A race introduced by a later expansion has nothing in that timeline to be introduced by.
Classes get the same answer. They will not be modernised: they stay simpler than the ones in the modern game, with some depth added here and there, and the team said plainly that it likes how combat is paced at that speed. Racial abilities are the part that is still open, and that is tuning rather than new races.
One smaller line from the same answers: summoning stones will not summon anyone into a dungeon. Getting a group inside stays a walk, unless a warlock opens a portal for you.
All of this comes from interviews rather than from a patch note, so it describes the plan as it stands 3 weeks before launch. Plans in a beta have moved before.
